Pittsburgh's nuclear option

Two city councilors, Bill Peduto and Alan Hertzberg, have introduced a resolution to City Council to have the council petition the state for Act 47 status. Act 47 is the distressed municipality act which allows for a muncipality to functionally declare bankruptcy, raise taxes, cut spending and renegoatiate long term contracts. This has been one of the few options that Murphy has kept off the table as it is the city's biggest chip to play. It is interesting to see that Murphy is not opposing this resolution as it would save the city but destroy his political power.

Let's see what will happen....
